IMO NOx Tier III requirements will take effect in North American and US Caribbean ECAs from January 1st 2016 for vessels with a keel-laying date on or after January 1st 2016 and an engine output of ≥130kW. If other ECAs for NOx are implemented, the NOx Tier III requirements will not be retroactive. The International Maritime Organization's (IMO) NOx regulations first came into effect in 2000, with the more stringent Tier 3 regulations being introduced from 1st January 2016. In October 2013, due to the lack of firm IMO decision on implementation dates the Baltic Sea countries were in a difficult negotiation positions during the HELCOM Ministerial Meeting. The Countries did not agree on new substantial decisions regarding the Baltic Sea NOx ECA submission to IMO MEPC, despite lengthy negotiations.
